Sorry I got off topic there. Why do we have a dependency on ORO? Does one of the commons-* libraries use it?

Re nested: Arron has released a fixed jar for people to download separately from Struts. This may be confusing to people who expect nested to work out of the 1.1 box. I don't use nested so I have no vested interest in whether it's fixed in 1.1 or 1.2.

I think that's definitely worth considering, but separately from the scope
of deciding on external dependencies.  The same can be said for any
nontrivial bug fix between now and final release.

On the topic of the nested tags, do they work if you disable tag pooling
in 4.1.18?  If not, then I think we definitely have to fix this.  If they
do, then it's still worth thinking about, but not quite as urgent.
