They're similar, but not identical, since in the former, we refer to "version 123 or later", whereas in the latter, we need to specify an exact version. I'd actually prefer to put the list in the "What's Included" and then change the installation page to say that you need to build against what's included with Struts, or a later version, and have the link point the other way. Since I'm already done adding the list to the release notes, I'll go ahead and check that in, but feel free to move it if you'd prefer. Incidentally, I noticed that the installation page still references DBCP and Pool, and the build file is still including those jars in the build. We obviously need to fix those before the release.
