I never suggested that.  A new tag that extends <c:url> would be required.
 The tags are still supported but aren't really in active development,
especially tags that duplicate functionality found in the JSTL.

I don't recall what that suggestion was.  I wouldn't -1 an <html:param>
tag but I do think it's a waste of time.
