There is an app which I believe is called

Thanks, John. That thing worked really well! Looks
like I need to upgrade to Panther tho. I hear it can
support external DVD players with the new version of
DVD Player. I wasn't able to find iDVD on the install
disks so maybe that either doesn't exist or at least
isn't included.
I guess what I'm trying to do is get video tapes onto my drive and turn them into DVDs. I'm having trouble with both processes. I tried BTV for getting the data into the computer but the audio and video go out of sync for some reason and so it isn't usable. I used Toast to burn the DVD, but the processing takes about 10 minutes for one minute of movie. I'm wondering if there isn't a better way. Maybe I'm asking too much of my aging equipment.
I wish I could help you, but I don't have a DVD burner so I don't know much about iDVD. I do know it will run under Jag, but couldn't tell you anything about drive support. I'm pretty sure it is a stand-alone app, unlike DVD Player which comes bundled with OS X. IOW, you have to buy it from Apple. I think it comes in the iLife suite too. It may also come bundled on some newer machines, the way some "extra" apps (like Appleworks, World Book, etc.) came bundled with the original OS install for my Icebook. Some research on Apple's support site should answer your questions.
