Try Eraser from <http://eraser.heidi.ie/>.  You might have to accept
Eraser's option to erase on the next bootup.

If the file is locked, try Unlocker from
<http://www.emptyloop.com/unlocker/>.  If Unlocker determines that the
file is not locked after all, it gives you the option to delete it.
