That's the procedure I used, but it's not quite that simple.

If it's a used computer, I'd suggest first uninstalling any old
instances of Firefox + SeaMonkey and deleting any lingering FF/SM
directories like
  C:\Program Files (x86)\SeaMonkey
     FF default install is under C:\Program Files (x86) but I don't
remember exactly where
  C:\Users\<userid>\AppData\Local\Mozilla
  C:\Users\<userid>\AppData\Roaming\Mozilla

and then visiting Windows Update to make sure the Win7 machine has all
the latest updates.

edit prefs.js and user.js in
C:\Users\<userid>\AppData\Roaming\Mozilla\SeaMonkey\Profiles\<random>.default

changing any instances of
  Documents and Settings\<userid>\Applications Data
to
  Users\<userid>\AppData

My recollection is that fixes most of the WinXP -> Win7 directory name
differences, but it wouldn't hurt to open SM & go thru all the Edit /
Preferences options to make sure you got them all.
