I don't know about what permissions have to be set, but I have
seen a similar problem. Mine revolved around a conflict with
the sound card.
First thing I would do is go back thru your printer setup
with a fine tooth comb. Start in the bios and make sure
your printer port is set to irq 7 , not auto. If it's auto,
root might get away with printing, while a user may not.
Just a guess.
Then setup yast to put the printer on /dev/lp0, not
/dev/lp1. If you have the printer setup as a module,
make sure your conf.module setting reflects this change
to irq7.
Then check your soundcard and make sure it is at irq5.
If it's a pnp card, change /etc/isapnp.conf and your
setting in conf.modules.
YMMV, but this works for me.
