a few ideas:
enable:
#
# Do you want the "dynamic IP patch" to be enabled at bootup? (yes/no)

IP_DYNIP="yes"
in rc.config (if you use dynamic IP's, not nessesary for static)
Do you have a /etc/ppp/ip-up and ip-down script?
after a connection is closed, the ippp? port needs to be resetted
(IP-wise),
routing needs to be altered as well. SuSE 5.3 installs these scripts
usually.
How does the output of "route" look like, before and after the "first"
connect?
btw. you don't have to reboot, you can "init 1" "init 2" to restart the
network. (respectivly "init 3" if you log in from xdm/kdm)
probably a:
cd /sbin/init.d
./route stop
./i4l stop
./i4l start
./route start
will perform as well.
