Madden 2001 was 640 x 480 @ 60 fps at launch. I'm sure others did as well.

The PS2 is not significantly more advanced than Dreamcast -- in fact, Dreamcast has the option to render progressive frames at 640x480 @ 60fps, whereas all PS2 games released to date render 640x240 @ 60fps.
