I think this is not relevant, as I assume you are not able to remove 
then reconnect your "true" serial port hardware without restarting your 
PC (and likely swapping your motherboard!)

How are you closing the port and reopening it? Are you closing the port 
before it's removed?

Reduce your code to the bare minimum needed to reproduce the problem, 
and either doing that will give you the answer (it often does for me!) 
or else post it here.
