No idea. The default RSS feed templates don't even *contain* a
placeholder language tag. You can't set it through the admin options,
you have to manually edit the PHP file to add it.

In WP 1.2, the comments feed does use a parameter called rss_language
which is left over from an older version. This parameter, and the calls
to it, are already gone from CVS.

I've just downloaded a new copy of the 1.2 source (my own files are
hacked up too much to verify what I remember changing) and a nightly
build for comparison. I've found that in 1.2 the Atom template also
uses rss_language, but again this is gone from CVS.

So, at present, RSS feeds (both 0.92 and 2.0) make no claim, but Atom
and comments feeds will claim rss_language. Future versions of
Wordpress, or sites running off the development tree, won't even make
those claims without manual editing. It seems the WP devs found the
not-quite-removed data, and removed it, preferring to make no claim
unless the user chose to.

That's the site's comments feed. Whether it should be included once
fixed is an editorial choice, but a quick search for other feeds on the
same site turns up feed 206219, which contains the site's actual posts,
and does not have a language tag at all. By this definition, at least,
it is more correct.
