I think that's really stupid. Again, just to make 0.5% contributors happy,
we create a dupplicated tag ... Then wait 2 months and a newcomer will ask
"what's the difference between 'surface=paved' and 'paved=yes' ?". Then we
will read "hey it's the same difference between 'highway=footway' and
'highway=path + foot=designated'. And someone else will explain "no, no,
there is a difference since surface can be more detailed" - "but hey surface
is a very old tag and paved is widely used"  - "who cares ! run a bot to fix
them !" - "but my application will have again to check for another specific
value. Why OSM community is not able to limit to amount of identical tags ?"
- "hey, it's OSM. 0.5% of big mouths have more power than 99.5% of silent
contributors"
