In Spain we also have some roundabouts where one of the incoming ways (just one: the one coming from the trunk motorroad) has right of way. I think the proper way of tagging this is with roundabout=yes and a give_way in the roundabout itself next to the insertion point of the motorroad_link way. On the other hand, if generally right of way if for incorporating ways, it is not a roundabout at all, must not be tagged as that, and maybe a note should be added to avoid casual mappers to tag it. It is up to the "local" mapper (the one that actually checked that it is not a true roundabout) to put that note or not, but I do not think that a separate class is needed. Navigators are not so stupid, and if they are, they must improve, not us. Some navigators show the traffic signals they have in their databases, so if there is no roundabout mapped, they will show to the user no roundabout sign on screen, and will not mention the word roundabout. They would simply say: "In the next intersection, turn to the right. Then, get the second intersection to your right". If the instruction is complicated, or even in these cases where you can not be sure of how the navigators are counting exits, most drivers will put a fast eye on the screen and get all info they need from the shape of the blue arrow. If we, moreover, provide them with traffic signals, it can improve to: "In the next intersection, turn to the right. Then, get the second intersection to your right to La Laguna".
