I assume what is meant by "supervised" is https://en.wikipedia.org/wiki/Crossing_guard The supervised crossing may have markings or even lights, or possibly neither. The lollipop person is there for specific events (usually school start/finish) to provide extra safety. for the little monsters. Could also apply to a police officer on traffic duty in countries where traffic lights are more expensive than police officers. -- Paul
