Well, I don't say things are not ok, just that we have zero support from our
(many) goverments, as far as I know, and a big wall is hit with them because
we do not have a "legal body".

In my view, any local chapter would be 99% a channel between our local
authorities and the OSMF. Local animations, community, mapping parties,
etc... would be out-of-scope, unless some wants to use the "label" for such.
