We're doing that in JOSM. It isn't very hard to download all relations of a
given type for a region using Overpass and then run JOSM's validator on it.

I then fix the problem. The validator usually reports some other problems,
which I also resolve, then upload. The run the validator on the whole
dataset once more, and so on.

That's how I'm fixing problems with the route relations and improving the
detail in some spots. It should become easier as we progress with the
development.

For an online tool, I don't have the resources, although it might happen I
create something for integrating PT (and keeping it up to date) using
PythonAnywhere.com.
