As far as I can see there are three of us in Ottawa.  One hasn't done
anything for a couple of years, one started in July 2009, I've started
very recently.

I don't think there is a mass of GPS tracks on which the maps are
built.  In two sample areas I've seen major discrepancies between my
Garmin eTrex Legend HCx GPS and the maps.  I've also seen areas,
mainly geobase roads, where my GPS lines up exactly with the roads so
I don't think it's my GPS unit at fault.

Looking in JOSM downtown does not appear to be Geobase sourced.  Given
that Ottawa has large number of Tourists and that GPS units are
becoming more common and there is at least one free GARMIN map
available based on OSM data it would seem to make sense to me to give
the users something that lined up with their GPS units.

Is there any way to get some consensus amongst OSM mappers in Ottawa
to start clean again with just Geobase data?  How does one locate them
or make a reasonable effort to locate them?  Or to reassure me that
most of Ottawa is based on GPS and it's just sheer bad luck that my
quality samples have hit the only two areas of bad data in the city.

What is the alternative?  Move every road manually so it lines up with
an average of GPS tracks?  This would mean covering all the roads with
at least two GPS tracks to get a reasonable average before doing the
repairs and there are a lot of roads in the downtown area which is not
where I'm located so some one else, and there doesn't seem to be a
large number available would need to do the GPS tracing.

Sorry to keep harping on this but my background has been in data
quality and there seems to be some issues here in Ottawa.
