I should probably give an update on where this is...
I met the guy who manages the GIS data for UBC. He was a nice guy, seems to
have done some playing with OSM related tools and he thinks all the data
should be in OpenStreetMap. He's been told that he can give the data to
people who ask for it, on the grounds that they could collect it anyway (I
don't think he'll give the tree data, because apparently we'd be mad to
collect the point of every single one ourselves). He gave some useful points
if talking to other UBC people, such as: they work on calculating RoI(return
on investment) for everything; and mentioning that the government and
Vancouver council have given away data so they should to.

I've been taught by OSM to be doubly sure on the license of data, and it
probably differs from usual use because: it's out of academia; it can be
used commercially; the attribution to UBC PlantOps is not always visual. I
had also already sent an e-mail asking the Records Manager.

The Records Manager hasn't replied to my e-mail (and a second e-mail just
asking for a 'hello' response). This seemed to be the person we could get
the okay from.

So I'm wondering what step to take next:
1) I could go down a level and get something like 'okay unless told
otherwise' permission from the GIS man who wants it to be in OSM.
2) Go much up in the university to someone who decides policy, and go from
the angle 'people use OSM maps, they should see the campus' advertising.
This would skip PlantOps saying they need money from the work they did. It
would involve contacting 'busy' people though, and I'm not yet sure who
exactly.
3) Wait it out or try harder to get a reply. I don't have a phone anymore
but maybe I should work out using one.
4) Freedom of Information Request? I'd need to know from
someone legally-knowledgeable if this makes it okay to use. I actually
already have the data sent to me. It takes up to 30 days just for a reply
anyway.

Maybe I should post this to the 'imports' list too, and see what the
consensus is on getting permission from who.
