I understand your reasoning, but there are some flaws in the logic.

If one person has access to the data, everyone does. If the data were
not available, no one could import it. You might just not know where
to look.

This is reasonable, but then how long have you been waiting for
someone to do something? When we all wait for someone else to do
something, we can wait a long time.

Yes, it helps to be familiar with areas that you are importing,
however we don't have enough OSM mappers in Canada to be able to have
the luxury of having people familiar with each area importing those
areas.

And still you have never done an import, so you're safe. The next
place you would like to see added to OSM, you can use the same
reasoning.

I'm not trying to pick on you specifically, but rather just point out
flaws in the rationale behind NOT being a participating member in the
OSM community.

Only your second point is reasonable... making sure you are
coordinated with the rest of the community is a good thing.

We probably have an awful lot of people sitting on their hands saying
"I don't have access to the data", and "Someone else will import it",
and finally "I've never done it before". That's the wrong attitude to
have on a crowd-sourced project like OSM.

Get in there, learn where to get the data (BTW, OSM is not sole
sourced from CanVec), learn how to edit the map, and help everyone
gain access to a better map!

I know I hear a lot of people complain about the quality of OSM maps
in other projects that use OSM maps, and I go through the same
"lecture" with them. If you don't like what you see on the map, get in
there and get your hands dirty.
