Hey Andrew, I'm in agreement with Justin. I think it's too urban a road, with urban speed limits along almost its entire length and many traffic lights. I definitely wouldn't consider the part of Yonge through downtown Toronto (or most of Toronto for that matter) to be Primary, with truck traffic banned and urban speed limits/road designs. Arguably the subway has lowered the importance of Yonge Street for cars/trucks. As for intercity travel, the 400-Series Highways have generally made travel using former King's Highways in the Golden Horseshoe a thing of the past (hence the download in the '90s), so being a former Provincial Highway is too simple of a definition, IMO.
Some of those former King's Highways you mentioned in your email were tagged as Secondary from when they were first digitized until they were changed a year or so ago by one user, so they haven't always been like that and weren't really changed by consensus (thanks for the email, btw). My thoughts/opinion anyways...
