I thought the tagging would be similar to the US, where roads are tagged based on its traffic volume and importance which is why I thought Yonge should be Primary. I see now. --

As for intercity travel, the 400-Series Highways have generally made travel using former King's Highways in the Golden Horseshoe a thing of the past (hence the download in the '90s), so being a former Provincial Highway is too simple of a definition, IMO. Some of those former King's Highways you mentioned in your email were tagged as Secondary from when they were first digitized until they were changed a year or so ago by one user, so they haven't always been like that and weren't really changed by consensus (thanks for the email, btw). My thoughts/opinion anyways...
