La menace se précise :

Dear partir-en-vtt,

I think there may have been a misunderstanding between my colleague Paul
Norman and yourself. Paul asked you to create a separate account for
importing data, and you replied:

"je décline votre offre de créer un compte séparé"

This was not meant to be an offer; it was a polite request for you to abide
by the import guidelines which override any local rules you might have in
your country.

The matter of separate import accounts for cadastre imports is under
discussion and it is possible that there will be a resolution that does not
require separate import accounts, but until such a resolution is in place,
the existing rules continue to apply.

You can choose to suspend your imports until the matter is resolved (which
may take several months), or you can create an import account and continue
your imports with that.

I will have to block your account if you use it for any further imports at
this time.

Regards Frederik Ramm Data Working Group"

Mais qui leur a donné ce droit de dire que la loi c'est eux ? La communauté
OSM ?
