I strongly disagree. The title of "città" is not relevant to the
classification of a place because it's an honorary title.

Currently, this title "can be granted by decree of the President of the
Republic on the proposal of the Minister of the Interior to the famous
municipalities for memories, historical monuments and for the current
importance" (Decreto legislativo 18 agosto 2000, n. 267, articolo 18). Once
it has been granted, it won't be revoked. Some places has been granted this
title since the Middle Ages.
