Yes ... especially for 'large' imports. Looking at it from a content management perspective, for large imports, enabling some sort of reference --> tracing --> staging --> review --> publish capability would be desirable, since unwinding anything after the fact seems to be very difficult. It would make it much less scary folks. Depending on the license status, potentially a dataset could be locked (or available as tiles) for trace only if adequate permissions were not in place, or pending. > That seems both doable and non-controversial.
