I've had similar issues. Can't reliably duplicate it. Sometimes it
works just find, sometimes, I have to hit alt-down arrow.
Using WE 9.4 for Office, but, this has been true with 9.3 as well.
Using Windows 10 and IE 11.

As I've said before, the combo boxes aren't unnavigable, I can simply
press a desired letter and get to where I'm trying to go, but I would
like to have the other option open to me on this page, and others like
it. if at all possible. Who knows, maybe I just have a wrong setting
somewhere, or something.
