After a bit more searching I found the one I was thinking of, written by
Jonas Svensson:

It has a config file in SVN here:
http://svn.openstreetmap.org/applications/utils/planet.osm/java/speller/words.cfg

I don't know if it still runs on the weekly planet file or not. I'm
pretty sure that it used to, but that was in the api 0.4 days.
