I have to say I don't see any great reason to strive for it. I don't think anybody has ever given a use case which requires such a stream and can't work with the diffs. Given that such a stream is uncacheable (and hence requires much higher bandwidth outgoing from the core servers) and much more fragile than the diffs, it is not obvious that we should put what would undoubtedly be a huge amount of effort into creating and maintaining such a system rather than into doing other things.
