Do you realise why you need a relation for "no left turn"? It's because the restriction *intrinsically involves more than one way/node*. The alternative would be to *put a single node 3-5m before the intersection and tag it restriction=no_left_turn*. Which, of course, isn't the best way to model the restriction.
