IMHO, this is just putting the description in line with actual usage. The highway tag is inadequate as a physical description of the way. The only one that takes physical structure into account at all is motorway, and that's only in how other roads connect to it; not how the road itself is built. Please consider http://wiki.openstreetmap.org/wiki/Proposed_features/Highway_administrative_and_physical_descriptions if you need a tag which actually does cover physical structure. -Alex Mauer "hawke"
