It depends what they see as the business case, they could be utilising
an existing resource that is freely available, or they can spend money
doing the same thing again so it can't be used by competition.

Their business has largely been based on free and open source
software, linux etc, you'd think they'd be a little bit more open to
collaboration with existing community groups than trying to divide
resources for their own financial short term gains.
