Thanks for the provision of the translated links. I see that there is a moral objection by some people to mapping military things. I can understand that some people have a fear of the old days and a fear of them returning, so that if they had maps of military establishments they would be punished. Partly I would say to them, "do not use OSM if the maps contain things you do not want", but this would turn people away from OSM entirely. Ideally they would take the OSM data and preprocess it to remove all military objects before using it in PocketGIS. This should lead to a solution which all can live with. Apart from my inability to read Russian, merely to be able to transliterate Cyrillic alphabet, I don't believe that wiki voting has any value whatsoever. I would allow them to vote and make noise but you will be facing an edit war over this, which will continue no matter what the result of the vote is. If anyone else has suggestions on a peaceful way forward - please comment.
