I doubt that it can. This is one additional reason to continue offering the old licence as a dual-licence option. Those users of the map who are a bit legally paranoid and want to be certain that no contributor can complain, can continue to use CC-BY-SA. (There is of course the problem of plagiarized data, as now.)
