My sympathies from here in Stockholm. It got warmer here today, I hope
it has done the same where you are.
The issue is that the early map of many parts of Poland was based on
road data provided by the good folks at UMP-pcPL http://ump.waw.pl/
under a CC-BY-SA license. The Polish OSM community needs permission to
continue using it. This unfortunately raises two uncertainties for you:
1) It may be very difficult to get that permission. It may require 100%
of UMP-pcPL to agree.
2) The data was imported under more than one OSM user account [1]. Some
of these users have accepted our new contributor terms, so it is
possible that you might edit roads that look OK but actually may need
removing.
