It looks like you've picked Exeter - a place I was also considering
looking at when chance permits.

There is other imagery besides Bing, at least in GB; OS Opendata and
OS Locator for example. Just remember to add source:name tags so
they can be later checked by a survey. You will unfortunately lose
the "not:name" tags if those ways are amongst those that need
replacing. 

Or if you leave the names off, then the roads will appear in the ITO
analysis tool[1] in a day or so and someone else can add the names
(again with suitable source:name tags) if they feel so inclined.
