You can undelete specific objects using Potlatch 1. There is an
"Undelete" function in the "Advanced" menu. I do see several deleted
things in that area. Looks like an airport. They seem to have been
deleted in this changeset:
http://www.openstreetmap.org/browse/changeset/11876140

Have you tried sending the user a message asking why it was deleted?
