Normally yes but here the lat/lon belonging to a picture is recorded as
a waypoint in the gpx file by OsmAnd. The waypoint records the lat/lon,
the picture name and an inaccurate time. Josm seems to only be able to
use timestamps to do the correlation, not the filenames (recorded in
the waypoint).
