That's HTML's <abbr> tag. It's primarily meant to give <abbr title="three-letter acronyms">TLAs</abbr> handy tooltips -- your browser may add a dotted underline and cursor -- but many Web designers use the tag for relative times and other pieces of data that humans abbreviate through natural language:
