If JOSM is our advanced, iD our intermediate, and notes our beginner editing method, then adding friction means we'll have fewer mappers and less interest. If you find that there are too many notes, then filter out the ones that bother you. If you have ideas for improving the process of adding notes (keeping in mind that OSM.org is not the only place they come from), then I suggest you write a pull request and convince Tom and EWG to accept the change. I bet results and data from usability testing would help define what changes should be made.
