When the 'name on the signpost' changes along the way, or by the direction of travel .. what then?

The more data that is available the better.

Some languages are phonetic (Russian, Arabic for instant) so a name correctly stated maybe of some use to gain verbal directions.

I see no reason to remove data unless it is incorrect. Data bloat is a problem ... and as OSM grows it will be an increasing problem.
Removing data restricts the future of OSM .. where does it stop?
Should all highway=track be removed as 'most' people don't use them?
Should the number of nodes in a way be restricted to less than 20 per kilometre?

The data base should contain all the data. Post processors can remove (filter) as much as they like but not remove data from the data base.
