Historical data should not be added and if present - removed.

If it's a sub-tag of an existing entity, then I see no problem in adding it.

railway=abandoned is a primary tag, so, unlike a historical tag it can (but shouldn't) be used to map something that no longer exists (such as non existing railways through new housing estates.

This is one reason I believe linear ways tagged as man_made=bridge should be rendered:
man_made=bridge
bridge=*
historical=railway
