maybe there are that many languages in the world, but there isn't information in all of these languages available in OSM. Anyway, even with much fewer languages this scale nicely with raster tiles for every language, but it would work with vector tiles (rendered on the client) or with a mixture of both (vector tiles only for the names, or some names like places and countries).
