I'll also repeat something I have mentioned a while ago in this thread: People have been blocked and their edits reverted for blindly loading one area after the other in JOSM and clicking the fix button without having knowledge of or interest in the area, because that counted as a mechanical edit. If someone does the same just without JOSM in the loop, of course it's also a mechanical edit that requires prior discussion.
