Back in the days when i was at school typical German school maps knew at least four different types of national boundaries. You can find the map key for them from the most common West German school atlas here: http://www.imagico.de/files/diercke_cold_war_boundaries.jpg Needless to say this mess had luckily vanished by the time i graduated. And no - it would not make sense to represent this in OSM if that was still the situation today.
