I wasn't really reading this thread with much interest until just now
since I see that you can't get your issue resolved.

Upon checking my wife's Win98 machine, I see that there are two URL:
Hypertext Transfer Protocol filetype entries. Both should have Opera
defined.

It's so strange that you don't have it working that I have to send
this screen capture of how the open command is configured for me.
