My problem with that interpretation, is why denote a simple time
interval in that way? If they really intended a simple time interval
they would simply let you denote the seconds and time as a single figure
as is done with denoting the time interval until opened messages are
automatically marked as read.

If the time interval is denoted with the syntax xx:yy-xx:yy it should
mean the time interval between two times of the 24 hour day.
