S/MIME relies on a centralised signer (certificate issuer), PGP relies completely on what Phil Zimmermann called "Web of Trust" - public keys have to be signed by other people. The details of the idea behind the Web of Trust are a bit complicated but can be read up on in the introduction to PGP by Phil Zimmermann.
