Tool-tips are always on and can't be turned off. TB used to have a "Cool tips" option to change the look and feel of tool-tips but I think that may have gone. You don't say what OS you're using, but under Windows 2000 the tool-tip mechanism can go "intermittent". If you're not getting the tool-tips, you may need to reboot or install a service pack or re-install a hotfix or something.
