The help file is of the following opinion:

TOLIST  insert the full list of recipient in the TO address field
OTOLIST (replies and forward) insert the full list of recipient in the TO address 
field of the original message

That is correct. :-)

I believe it is in RFC2822, but didn't look it up yet.

IIRC you reply to the Reply-To address, but if only if there is none,
to the From address. Bounces go to Return-Path.
