I'm pretty convinced that this will not work. Many don't seem to
read the information and no matter what form you present it in,
short of intruding on their privacy, they still will not really read
it. Those who are willing to, don't necessarily need all caps to
bring the message across.

If you explain the issues exhaustively, then it becomes an unwieldy
document that even more will not bother to read. If you're concise
then many don't understand and go on to unknowingly breach the
list guidelines. It's really a difficult problem to solve in a
perfect manner.

This point is nailed home by the fact that many ask how to
unsubscribe from the list and yet the information can be obtained
through a link that's provided at the foot of all messages coming
from the list.

My personal take on the matter is to leave things as is and just
remind those who need to be reminded. Marck has some templates
prepared for this. I have a couple as well.
