The messages.tbi file is safe to delete. In fact, it's far safer to
delete it than to replace it with an older copy. If it is missing,
TB will recreate it.

The result may yet reveal that the messages.tbb file has its own
problems, in which case the mailbox repair utility may help.

You certainly should set your Inbox folder to "Compress on exit" in
the Inbox folder options to ensure that it doesn't become clogged
with relics of moved/deleted messages.

It is a good idea to move messages you wish to retain long term out
of the Inbox and into other folders. The Inbox is a high traffic
folder and I personally wouldn't want to store anything precious in
the middle of a "four lane highway" :-).

here comfortable reading. You'll likely get a more responsive group
when you post using a style that is comfortable for them to read and
understand.
